At present, China faces enormous pressure on improving energy conservation and emission reduction practices. The energy efficiency target to be achieved has been established by the 11th Five-year Plan.
Environmental issues are currently hot in China, the government is very concerned environmental issues, and the China NPC and the State Council have launched many legislation activities. On 1 April and 29 August 2008, respectively the revision of the China Energy Conversation Law and the Circular Economy Promotion Law were promulgated. The supporting policies, regulations, technical standards, etc. are in the process of being drafted by NDRC, MIIT, SAC, relevant Technical Committees, etc. since related directives have already been promulgated in Europe. These are very important for achieving a 20% energy consumption reduction per unit/GDP by 2010, the end of the 11th Five-year Plan.
